The Citizens Committee to Perfect a Consolidation Agreement finalized work on a proposed consolidation plan for Alleghany County and Covington July 13.
Following are copies of the proposed consolidation agreement and proposed charter for the new consolidated city. They are published today as a public service for residents of Covington and Alleghany County by the Virginian Review at no charge to the two local governments.
